As social service organisations do have the responsibility
to advocate for just and proper people-centred social
policies, and to strive for an open, equal, and transparent
balanced participation mechanism for all the citizens,
irrespective of whether they are poor or rich, or if
they are tax-payers or not. Our Agency did the following
policy advocacy and research works in the past year:
Past Work
- We organised the Citizen Envisioning@Harbour program
together with 15 other professional bodies and NGOs,
including the Hong Kong Institutes of Architects,
Hong Kong Institute of Planners, the Chartered Institute
of Logistics & Transport, and CUPEM. Through activities
such as Collective Memory of Victoria Harbour, Exhibition,
Workshop, and Public Hearing, the public was able
to voice out their ideas and suggestions on the planning
of the Victoria Harbour. This program also attracted
the participation of relevant government officials.
The Citizen Envisioning@Harbour program is in fact
a successful demonstration of such a participation
model, and subsequently has contributed to the establishment
of the government Harbour-Front Enhancement Committee.
- We continued to keep an eye on gambling issues.
From the result of a survey on the soccer betting
behaviour of secondary school students conducted by
the Great Alliance on Soccer Gambling (of which our
agency is a member), the phenomena of soccer gambling
among them is very alarming.
- We have also forwarded our opinion to the government
on issues like Labelling Scheme on Nutrition Information,
Development of the West Kowloon Cultural District,
Nature Conservancy Policy, Arrangement on Monitoring
Fund Raising Activities, and Multi-facts Career Orientation
Program for Higher-Form Secondary School Students.
Future Development
In the coming year, although the Legislative Council
election will have finished, political development in
Hong Kong will still be one of the foci of public agenda
debates. The future blueprint of social welfare in Hong
Kong will be another. For the coming year, we will continue
our role of advocator for just and reasonable public
policies, and to reinforce multi-disciplinary collaboration,
so as to strive for a balanced participation and social
inclusion of all walks of people and avoid them being
excluded and marginalized.
