We have been concerned about the impact of information and communication technology (ICT) on the development of children and adolescents. With the popularity of ICT, it has become an indispensable tool for learning and work.

In order to mitigate the impact of digital divide on the quality of learning and drive wider adoption of Internet learning in a safe and healthy manner, Shamshuipo Central Happy Teens Club was commissioned by The Hong Kong Council of Social Service to establish Cheung Sha Wan Community Support Centre.

We provide a full spectrum of support services, including special offers of computer and Internet service, technical support, training for students and their parents.

Service Objectives
  1. Enabling primary and secondary school students to gain access to the Internet at home for learning
  2. Eliminating obstacles for students to gain universal access to information and communication technology;
  3. Enhancing the quality of students through promotion of the proper use of the Internet; and
  4. Enhancing parents' awareness of information technology in order to facilitate students’ healthy eLearning at home.

Service Targets

Primary and secondary students fulfilled the following criteria are eligible:

  1. Comprehensive Social Security Assistance (CSSA) scheme; or
  2. Full or half level of financial assistance from the Student Finance Office

Service Content

The following product and services will be provided to eligible families:

  1. Affordable Internet access service and computer equipment;
  2. Flexible payment options;
  3. On-site technical support and hotline help-desk;
  4. Training for students and their parents; and
  5. Group & individual counseling service.

Method of Application

Bringing supporting documents to Shamshuipo Central Happy Teens Club or Shamshuipo East Happy Teens Club.

  • Certificate of Comprehensive Social Security Assistance (Social Welfare Department);
  • Notification of Result or Eligibility Certificate (Families receiving School Textbook Assistance)
