The
Control of Obscene & Indecent Articles Ordinance
(COIAO) is legislated to protect youths under 18 years
old from accessing obscene and indecent materials (mainly
publications). The Television & Entertainment Licensing
Authority (TELA) who is responsible for implementation
had designated an educational program fund to work in
partnership with concerned parties and groups in introducing
the Ordinance to the community. 
HKCS applied for the fund and succeeded in getting
sponsorship to launch Stand Up Show & Talk Tour
to 15 primary schools (during October and November 2004).
The Children's Forum took place in December as the finale
to the program.
The program was specially targeted for primary 4 to
6 students who were at their developmental stage. They
were very curious in terms of sexual and physical appeal
and are easily influenced by the media on formatting
concepts and values. It was helpful and significant
for them to know about the Ordinance. The ultimate goal
of our program was to cultivate a critical mind, analytical
thinking and self- monitoring abilities. It was well
received by the students, teachers and our sponsor.
