Although the unemployment rate
is declining, many unemployed or single parents who are receiving
the Comprehensive Social Security Assistance (CSSA) still have
not joined the labor force due to personal obstacles, lack of
occupational skills or low employability.
In view of this, Hong Kong
Christian Service has launched a two-year program called "Green
Bird Action" under the auspices of Social Welfare Department
in January this year. This is a special job attachment program
to serve those who are under the help of CSSA for 6 months or
more, single parents or low-income individuals who are working
less than 120 hours per month. Occupational training courses
that meet the market needs will be offered to successful applicants
to help rebuild their work skills, career goals and hence develop
positive attitudes towards life.
The program aims to recruit
150-180 participants within two years. Skills training courses
and certification programs are free; some job placement may
have allowance as well. In this first year, the service is serving
around 90 participants aged from 30 to 50 who desperately needed
a job.
