As we approached the Millennium, the HKCS has set up four Working Directions which include "Empower Service Recipients, Motivate Citizens, Accomplish a Fruitful Life", and "Advocate Justified Policies, Develop a Health Community", etc. In the process of service delivery, we focused on the empowerment of our service recipients, assisting them in confronting life with a positive attitude, taking the initiative to overcome obstacles, and getting involved in their community. We also advocate justified policies for citizens to develop their potentials and thus building a healthy community.
Since a group of secondary school and tertiary students from the Tsimshatsui Centre was very concern about the Education Reform, they have constructed a group called the "Hong Kong Duck". In order to gather some comments from the students regarding the Education Reform, the Group delivered 800 questionnaires to four secondary schools and four of our youth centres between November and December 1999. Among the 690 questionnaires returned, about 75% said that the Reform directly affects themselves. The percentage of students who claimed that they clearly understood the Education Reform is less than 20%.
To follow up on the survey, our social workers assisted the Hong Kong Duck Group to arrange a meeting with Mr Tai Hay Lap, BBS, JP at the Office of Education Commission to deliver the results of the survey and to announce the testimony. Members of the Hong Kong Duck Group met with Mr Tai for more than an hour. They have suggested that students' voice should be respect and concern in the process of the Education Reform. For example, the Commission can set up individual appointments with students for some direct feedback, or visit various schools to understand the studying situation, or actively introduce the Reform using different kinds of media.
