Web Care Award
'Web Care Award' is the highlight event of the 'Web Care Campaign'. It aims to promote the Web Care concept in Hong Kong, so as to encourage the public as well as private organizations to provide barrier free Internet services. The 'Easy Guide to Building No Barrier Web Sites' booklet was published by the iProA (the Internet Professionals Association) in 2001 to provide guidelines to web site designers, commercial organizations and media channels on how to produce web sites that can be used by all members of the community.
HKCS is one of the participant of the 'Web Care Award 2004' and has successfully passed all the judging criteria of secondary level of 'Easy Guide to Building No Barrier Web Sites'. Web Care Award 2004 Presentation Ceremony was held at Cyberport on 15 May 2004 in 'Global ICT Summit'. Mr. Alan Wong, Director of Information Technology Services Department (ITSD) and Dr. Elizabeth Quat, President of iProA presented the prize of secondary level award to us .
Web Care Award is not a competitive award. Websites that achieve the web accessibility level as escribed in the 'Easy Guide to Building No Barrier Web Sites' are eligible for the Award. The judging criteria are as follows:-
Primary Level
- Pop-up windows
- Provide description at the very beginning of new windows to inform visitors of a new pop-up window.
- Provide means for the user to close the pop-up windows. e.g. via a “Close this window” button.
- Alternative text description for images or banners
- Provide alternative text to describe diagrams, pictures, photos and banners.
Secondary Level
- Background and foreground color contrast
- Provide sufficient background and foreground color contrast.
- Complicated table
- Avoid multiple levels of tables (i.e. table within table) as much as possible. Only use single level of table.
- Provide text description of table columns and rows at the caption of the table.
- Provide column and row headings.
- Information in the table is presented in logically manner, i.e. columns first then rows.
- If irregular table is used, information is still presented in logical manner.
- Video streaming and broadcast
- Caption / written script or audio option available.
- Chinese and English on separate pages
- If bilingual language is supported, use separate pages for Chinese and English version.
- Provide consistent navigation such that English page always links to an English page and Chinese page links to a Chinese page.
- Auto-refresh
- Avoid using auto-refresh technique.
- If it has to be used, allow user an option to disable it.
- Fixed font size
- Use default reference size instead of fixed font size.
- Entry point flash and animation
- Provide an alternative entry point that skips the flash section.
- Flash with meaings should include text descriptions in the HTML code.
